1 perform required acts, in violation of the express provisions 2 and guaranties in said treaty, the President is authorized 3 by proclamation to restrict or prohibit the export from the 4 United States to such foreign state and to any other place 5 under the physical or political control thereof of any of the 6 following articles and materials- "Arms, ammunition, im- 7 plements of war", as defined in the Act approved 3 May 1, 8 1937 (Public Resolution Numbered 27, Seventy-fifth Con- 9 gress, first session), and iron, steel, oil, gasoline, scrap-iron, 10 scrap-steel, and scrap-metal containing a combination of 11 iron or steel and other metals or any combination of metals. 12 SEC. 2. (a) Each proclamation issued by the President 13 under section 1 shall definitely enumerate the articles and 14. materials referred to in such section the export of which is 15 to be restricted or prohibited by such proclamation, and sha11 16 name the foreign state or states and the places under the 17 physical or political control thereof to which such procla- 18 mation is to apply. .., 19 (b) Each such proclamation shall take effect upon the 20 thirtieth day after the date such proclamation is issued, and 21 shall remain in effect until changed, modified, or revoked 22 as hereinafter provided. 23 (c) The President may from time to time by procl- 24 mation change, modify, or revoke, in whole or in part, any 25 such proclamation, and he is authorized to prescribe such |
