1 rules and regulations as may be necessary to carry out the 2 provisions of this joint resolution. 3 (d) Whenever in the judgment of the President the 4 conditions which caused him to issue any such proclamation 5 have ceased to exist, he shall revoke the proclamation and 6 the provisions of this joint resolution shall thereupon cease 7 to apply with respect to the foreign state or states and the 8 places under the physical or political control thereof named 9 in such, proclamation, except with respect to offenses com- 10 itted, or forfeitures incurred, prior to such revocation. 11 Sec. 3. (a) It is hereby declared to be the intent of 12 Congress that the authority granted to the President by this 13 joint resolution shall be exercised only to the extent neces- 14 sary for the protection of the lives of citizens of the United 15 States and the rights and privileges guaranteed to them 16 under the treaty referred to in section 1, and that such 17 authority shall not be exercised until after the President shall 18 have made every reasonable effort to induce the foreign 19 state or states concerned in any violation of said treaty to 20 comply with the terms of said treaty in order to protect the 21 lives of such citizens and the rights and privileges so 22 guaranteed.
