Dear Mr. President,
I have returned from Rome and am spending two days with the Ambassador and Mrs. Hayes at
Madrid. My [illegible! notes are sent herewith. If you find time to read them please bear in
mind the two cardinal points [that govermnent may conduct:!?
I. absolutely to convince the Pope and the Vatican authorities that we would prosecute the
war until Hitler and Nazism are destroyed or made harmless - that we have the men adn materials
to do it.
II. That Italy, when adequate assistance could be given her, should, in her future interests,
abandon Hitler. You might note that I never refer to the present regime in Italy, but only to
the Italian people. This impressed the pope and the Vatican authorities greatly. I will have an
interview with [illegible! on Thursday and leave for London on Saturday, October 2.
