Dear Myron:
I refer to your memorandum of August 11, 1943 submitting certain suggestions with respect
to the intergovernmental Committee.
The proposal in regard to the transfer of refugees from Spain to North America is now being
put into effect and it would be difficult to alter it in any material way. You will recall that
this plan was presented by the British delegates at Bermuda and again raised by the British
Embassy in Washington on instruction from the British government. After obtaining the views of
the interested American authorities, I discussed the matter with the British Prime Minister and
then gave my approval of it.
I suggest that if you go to London in September, your views on this subject should be
presented to the Executive Committee of the Intergovernmental Committee for consideration in the
light of the points outlined above.
