     The Combined Military Transportation Committee:
 
l. Recommended thnt the following plan be transmitted
   to the Combined Staff Planners:
       A. Two convoys to leave Alantic Ports for U.K. Ports, including QUEEN MARY, QUEEN
ELIZABETH and AQUITANIA.
 
 b. Sailing dates:
          1st Convoy-from New York about April 26.
     Troops carried 23,800.
 
     2nd Convoy from New York and Boston about
     May 6th. Troops carried 16,400.
 
c. Shipping to be allocated.

Proposed source of Additional Cargo Vessels.
     Assuming that tonnage for Russia cannot be
touched, it is proposed to find the 11 additional cargo
vessels from Defense Aid shipments.
 
     The U.S. War Munitions Allocation Board
(Major General Burns)has suggested proportionate with-
drawal of shipping from the following routes in this
order:
                    1. Burma
                    2. Red Sea
                    3.Persian Gulf.
2. Took note:
       a. That the use of the QUEEN MAiRY, QUEEN ELIZABETH and AQUITANIA on the
proposed routes will be contrary to British Government policy.
