Assignments Board. The United States and the United Kingdom are the only powers who are in a position to dispatch to the other countries opposing the Axis a portion of their own combat strength as represented in airplanes, munitions, ships, naval units, and other resources. The Staff provides the administrative machinery through which this supporting effort is coordinated and properly balanced between the United States and the United Kingdom according to our respective capacities. The existence of these combined bodies does not preclude deliberations with all other United Nations regarding pertinent strategical situations. Quite the contrary. While other countries such as Canada or Russia are not represented on the Anglo- American Joint Eaterial Staff, we have established a definite method here in Washington for handling questions that involve each Allied country. We have established a Pacific War Council, on which all nations bordering on the Pacific are represented. Its members have the task of studying political-strategic problems and reaching common agreement concerning them.
