MANPOWER Roughly 9,000,000 men were organized in German military and semimilitary formations at the outbreak of the Russian war. This excludes the troops of Italy, Finland, Rumania, and other allies, totaling roughly 44 divisions. Ground forces totaled 7,500,000 organized in 300 divisions of which 25 were armored and 35 were motorized. The German air force personnel totals about 1,200,000 including pilots, signal corps, antiaircraft forces, parachute troops, and other attached services. It is estimated that 179 divisions has been the maximum engaged at one time in the Russian campaign. This may have amounted, including all supporting and service forces behind the combat areas, to 4,500,000 men. 1. The purpose of this study is to consider the fragmentary information available concerning German military gains and losses in the Russian campaign in relation to the German economic position as of December 1941. Its conclusions are subject to revision in the light of a special report, now being prepared by the Eastern European Sdction, on German gains in the Russian campaign. (4) |
