     The using up of labor, raw and other materials and
 
equipment in the plants operating at full capacity shows a rising curve . This developement 
 
necessitates the procurement of full relief, both with respest to the

and the regrouping of all factors in domestic production, that is by a reduction of the gigantic 
 
army of men and the consumption of materials, and by returning to agriculture,
