Newfoundland, Bermuda, the Bahamas, Jamaica,
 
St. Lucia, Trinidad, and British Guiana, needed
 
for the purpose of hemispheric defence, such
 
areas to be leased to the United States Govern-
 
ment for a period of 99 years.
 
     His Majesty's Government do not desire
 
rent or any other payment in return for the grant 
 
of these facilities or in consideration of the
 
leases.
 
               His Majesty's Government suggest that 
 
if their offer is acceptable to the United States
 
Government, the two Goverrmsnts should immediately 
 
determine by agreement the exact location of the
 
areas within the territories abovementioned to be
 
leased to the United States Government for its
 
naval and air purposes, and the powers to be exer-
 
cised within these areas by the United States
 
authorities.
