Draft note from Mr. Cordell Hull to
His Majesty's Ambassador.
Sir,
I have received your note of _____________________
of which the text is as follows:-

The United States Government have noted
with most grateful appreciation the readiness of
His Majesty's Government in the United Kingdom, in
agreement with ttis Majesty'sGovernment in Canada,
to make immediately available to the United States
Government naval and air facilities in certain areas
in Newfoundand, Bermuda, the Bahamas, Jamaica,
St. Lucia, Trinidad, and British Guiana.
This assurance on the part of His Majesty's
Government in the United Kingdom will certainly in-
crease the national security of the United States
and greatly strengthen its ability to cooperate
effectively with the other nations of the Americas
in the defence of the western hemisphere, and the
offer of His Majesty's Government is gladly accepted.
The Government of the United States will
immediately designate Commissioners to meet with
Commissioners designated by His Majesty's Government
to decide upon the exact location of the areas within
which the suggested naval and air facilities are to
be extended, the nature of those facilities, and the
