Neither the Foreign Office nor diplomatic circles however, believe for one minute that Germany did not give Russia something much more substantial than anything that appears in the terms of the public agreement. The supposi- tion above outlined by the Turkish Charge d'Affaires gives a fairly representative consensus of this speculative opinion.
