        12.      The foregoing outline (of U.S. participation in the 
war) points the way to useful lines of U.S. military endeavor in 
the Pacific, which may be summarized in an integrated, general 
plan of operations, namely:
 
                    Hold Hawaii
 
                    Support Australasia
