     FOR SECRETARY WAR FROM (*)
 
     Situation Rangoon becoming most acute ships lying
 
in harbor cannot be unloaded, equiptment of docks not 
 
being moved.  Shops, stores, hotels and postoffice
 
closed, most critical military and air situation.
 
Communications with Chungking most impossible for 
 
quick action.  Chinese are urgently requesting action
 
and steamer captains are at loss at what to do.  They are
 
already applying to Twitty for action.  Strongly urge
 
that Colonel Twitty in colaboration with British
 
Governor and General Yufeipeng be given full authority
 
to act for the United States Government on all trans-
 
portation reciept storage allocation and safeguarging of 
 
matters pertaining to Lease Land material and equiptment,
 
action to take form of military control.  Magruder has
 
been informed.  Again repeat situation most critical for
 
both Chinese and British and urge immediate action."
