President is a member of the military forces. The Constitution, Article II, Section 1, in paragraph 7 provides: "The President shall, at stated Times, receive for his Services, a Compensation, which shall neither be encreased nor diminished during the Period for which he shall have been elected, and he shall not receive within that Period any other Emolument from the United States, or any of them." In other words, the Constitution provides for a flat compensation for all services rendered by the President without allocation among the various services performed. That, however, in no way changes the nature of the services rendered and since the Constitution specifically provides for compensation there is no occasion for paying any of his compensation out of moneys allocated specifically for military purposes. Pursuant to the Constitutional provision as to the President's compensation Congress has from time to time enacted statutes fixing the amount of such compensation. The most recent statute (January 25, 1948) c. 644, Section 1, 62 Stat. 672; 3 U. S. C. A. Section 102 provides: "The President shall receive in full for his services during the term for which he shall have been elected the sum of $75,000 a year, to be paid monthly, and shall be entitled to the use of the furniture and other effects belonging to the United States and kept in the Executive Mansion."
