                    3. I said "In cooperation with Germany's attack on Russian, it is
quite possible that she might desire aid from Japan.  However, Japan feels that it would be better
for the time being not to divide her forces but to let Russia alone for the time being and
concentrate on the British and American fleets,- I think that Japan's attaining supremacy in this
sphere will redound not only to the best interests of Japan alone but also to those of the Axis
powers as well."
