MEMORADUM FOR 
               THE SECRETARY OF THE TREASURY
 
                       T.V. Soong suggests that we copy 
the Japanese paper money now in circulation  at
Shanghai and other points in China. He will get 
samples of their latest money within a week. He thinks 
it can be distributed by Chinese guerillas and 
if done on a fairly large scale will, wreck or cause
a panic in the purchasing power in Japanese currency, 
good and bad. What do you think?
