Subject    JAPAN   NAVY SHIPS
 
 
          The Present Strength of the Japanese Navy
 
     This is a critical survey of the present strenght of the Japanese 
Navy.  At the beginning of hostilities, the principal combatant types 
included 270 shops of 1,094,879 tons.  Since the war, almost a quarter 
of the Japanese Navy has been sunk.  However, by adding some ships which
have been constructed, the present force afloat now consists of 221 ships 
and 935, 829 tons, or approximately 85% of the original Japanese Navy.
 
     Although a great number of Japanese ships have been reported as 
damaged, presumably most of the earlier damages have been repaired, and 
others are possibly only slightly hit. Nevertheless, a considerable 
number of Japanese ships, about 10%, have been severely damaged and will 
be out of action for some months.  According to a conservative estimate 
of ships, both sunk and "out of action," the effective operating strength 
of the Japanese Navy from the time of Pearl Harbor has been reduced to 
73%.
 
     The losses of cruisers and aircraft carriers have been outstanding.  
All other combatant ships have suffered considerably, with the possible 
exception of battleships.  It is quite possible that two battleships will 
be commissioned during this year, and it is not beyond possibility that
several uncertain types between 10,000 and 20,000 tons are also building.  
The submarine program has been quite active, but no other outstanding 
naval construction is reported.  The most probable new development of 
the Japanese Navy will be the conversion of fast merchantships into
aircraft carriers, seaplane tenders, an light cruisers.
     
     A synopsis is presented herewith, together with a detailed list of 
ships building, sunk, and put out of action.
