Three charts are attached hereto which provide additional information with respect to the proposed shift in production. Chart number one gives, in comparable units, the objectives as now established and the proposed modification. Chart number two lists the requirements recommended by the U.S.-U.K. Tank Committee. Chart number three presents, graphically, the proposed conversion of productive capacity to meet balanced requirements. The proposed modification does not represent a decrease in production. However, it would result in a substantial reduction in the requirements for certain critical, materials such as steel plate, which is also needed in the shipping and Naval programs. It would meet all. requests on hand or now foreseen for tapes and, at the same time, would provide the equipment for a balanced miliatry force. It would strengthen our offensive power as it would increase the fire power which could be developed on the battle-front.
