MEMORANDUM FOR MR. LOVETT:
 
       We are getting urgent requests from 
Russia for transports. You recall that some 
the ago they asked for an, unconscionable 
number but it seems to me that any they can 
get are important.
 
       I am enclosing a copy of a letter I got 
from Litvinoff. Don't worry about the number 
he asks for. The important thing is, do you 
think we can give them any? You see he says 
he will take used airplanes.
 
       I would think from a strategic point of 
view transports in Russia today are as im-
portant as any place in the world.
