Dear Mr. Ambassador:

I have your letter about the transport planes. I don't

know what we can do about it but I am looking into it at once.

I have also asked the Lend-Lease Administration to look

again thoroughly into the whole nickel business but, as you know,

that is very tight here.

                  Very cordially yours,

                           HARRY L. HOPKINS

His Excellency
Maxim Litvinoff,
Ambassador Extraordinary and Plenipotentiary,
Union of Soviet Socialist Republics,
Washington, D.C.
