THE COMBINED CHIEFS OF STAFF WASHINGTON April 27, 1942 MEMORANDUM FOR MR. HOPKINS 1. The recommendation of the United States members of the Munitions Assignments Board, reference taking a reasonable number of transport planes from United States air lines for Russia, was considered today by the Joint United States Chiefs of Staff. 2. General Marshall made a presentation of the transport situation as he saw it in connection with opera- tions. 3. He indicated that the air line transporta- tion was included in the United States requirements and was counted on as a reserve against requirements for operations at an earlier date than the one originally contemplated. 4. The Joint Chiefs of Staff directed the Secretariat to return the paper to the United States members of the Munitions Assignments Board not favorably considered. HARRY J. MALONY, Brig. General, U. S.
