MEMORANDUM FOR THE PRESIDENT
 
 
     Referrring to the memorandum on the treatment of Germany which I left with you on October 1, 
1944, i enclose a copy of a telegram of October 7, 1944, which has been received from Ambassador 
Winant in London, in which he emphasizes the absolute necessity for him to receive policy guidance 
from this government if his negotiations in the European Advisory Commission are to be effective, 
and the very embarrassing situation in which he is now placed by reason of the delays in receiving 
instructions on the position of this government on important pending matters.
 
     It will be possible for the State Department and other agencies concernedto give him this 
guidance in the detailed manner he needs if we could know whether you are in agreement with the 
general policy statements set forth in the memorandum which i left with you on October 1, a copy 
of which is attached for your convenience.
