Dear Mr. President:
 The situation in Europe is such that American action as to Far East
tyranny in connection with England would not start Germany into her war
scheme, even if Mussolinni were ready.  Foodstuffs and trained young
soldiers make the problem.  For now foodstuffs are short and must be
another year.  It will take two years more to have enough trained
soldiers.  The leading generals have opposed aggressive action since
January 1936
