      WORLD CONGRESSES ON LEISURE TIME AND RECREATION,      
          AND THE INTERNATIONAL CENTRAL BUREAU FOR          
                       JOY AND WORK.                        
 
 While not entirely germane to the subject
of this report, mention must be made of the World
Congresses on Leisure Time and Recreation, and of
the International Central Bureau for Joy and Work,
in view of the fact that high officials of the German 
Labor Front play a prominent role in both these
activities.
 
 The first World Congress on Leisure Time
and Recreation met in Los 'Angeles in 1932 concurrently 
with the Olympic Games of that year and
was sponsored by the National Recreation Association 
of the United States under the leadership of
Mr. Gustavus Town Kirby. An International Advisory 
Committee was set up which decided to hold the
next World Congress in Hamburg on the occasion of
the Olympic Games taking place in Germany in 1936.
At Hamburg the International Advisory Committee resolved 
to found a permanent International Central
Bureau for Joy and Work which would have its seat
in Germany and which would be headed by Dr. Ley,
the leader of the German Labor Front. The Committee 
also elected to hold a World Congress every
two years and in July of 1938 the Third World Congress met in Rome.
