German absorption of Czechoslovakia shows clearly that the 
      German Government are resolved to go beyond their hitherto avowed 
      aim of the consolidation of the German race. They have now extended 
      their conquest to another nation and if this should prove to 
      be part of a definite policy of domination there is no state 
      in Europe, which is not directly or ultimately threatened.
 
      In the circumstances thus created it seems to His Majesty's Government 
      in the United Kingdom to be desirable to proceed without delay 
      to the organization of mutual support on the part of all those 
      who realize the necessity of protecting international society 
      from further violation of the fundamental laws on which it rests.
 
      
 
 
As a first step, they propose that the French, Soviet and 
      Polish Governments should join with His Majesty's Government 
      in signing and publishing a declaration the terms of which they 
      suggest should be on the following lines:
 
      
 
 
"We the undersigned, duly authorized to that effect, 
      hereby declare that inasmuch as peace and security in Europe 
      are a matter of common interest and concern, and since European 
      peace and security may be affected by any action which constitutes 
      a threat to the political independence of any European state, 
      our respective Governments hereby undertake immediately to consult 
      together as to what steps should be taken to offer Joint resistance 
      to any such action."
