Dear Mr. President,
As I promised you this morning I enclose herein a statement of
% the British, Australian, New Oealand and Dutch naval, military
and air forces in the Far East.
This statement is naturally of a highly confidential character
and as there is some reason to believe that the Japanese overestimate
the forces available it is most important that the figures should
be kept most secret.
