THE UNDER SECRETARY OF STATE

      WASHINGTON

      July 31, 1941.

My dear Mr. President:

You will remember that some days ago you asked me to send
Gil Winant a message with respect to Lady Astor's prospective
      trip to the United States.

I have now received a reply from the Embassy in London in response
to the message I sent, and I am enclosing a copy thereof for
      your information.

Believe me

      Faithfully yours,

      Sumner Welles

Enclosure

      The President,

      The White House.
