MEMORANDUM FOR THE PRESIDENT
Mr. Renchard, in the Secretary of State's office, called to
say that they feel --and this is agreed upon by the War and Navy
Departments as well --that it would be treatise to give these
messages to the Press. They think the less emphasis put on this
anniversary the better. However, the Secretary is sending over
a proposed craft of reply to the Prime Minister.
