MEMORANDUM FOR THE PRESIDENT
As you know Kennan, our Charge d'Affaires ad interim at Lisbon,
in his few days consultation here with our Army and Navy people
has obtained a clear picture of their minimum requirements and
the urgency of obtaining them. He is en route to Lisbon to open
negotiations with Salazar. Immediately following his first talk
Salazar is almost certain, in the name of the alliance, to ask
the British Ambassador what he thinks of our requests for facilities.
Salazar would love to detect and take full advantage of the slightest
indication that the British are not in full accord with us. I
think consequently it would be very helpful if you could send
along the lines of the attached draft to Prime Minister Churchill.
