My dear Mr. Secretary:
Consultation having been had with the Chief of staff of the
Army, I find that:
(1) The defense of the United Kingdom is vital to the defense
of the United States;
(2) Sections 4 and 7 of the Act of March 11, 1941 have been
complied with by the necessary agreement on the part of His Majesty's
Government in the United Kingdom;
(3) It would be in the interests of our national defense to
transfer the defense articles set forth in the annexed schedule.
I therefore authorize you immediately to make the transfer
to His Majesty's Government in the United Kingdom Of the defense
articles set forth in the annexed schedule.
I would appreciate it if you would arrange with the Chairman
of the British Supply Council in North America for the time,
method, and other details of the disposition.
