THE UNDER SECRETARY OF STATE
WASHINGTON
July 5, 1941
My dear Mr. President:
Lord Halifax came to see me on July 2 and, in the course of our
conversation, said that he had been informed that you had "noted"
the fact that the United Kingdom Government had not approved
the United States-British staff conversations signed in Washington
on March 27 last. The Ambassador asked that I let you know that
the United Kingdom Government had in fact approved this agreement.
The Ambassador has now sent me, under date of July 4, a personal
letter covering this matter of which I am enclosing a copy herewith
for your information.
Believe me
Faithfully yours,
Sumner Welles
Enc.
From Lord Halifax,
July 4, 1941.
The President,
The White House.
