the bitterness and misery of defeat, the very man power and 
      resources of France and Britain might be placed at the disposal 
      of the authoritarian powers for action against America.
 
      
 
 
Were Great Britain to be defeated, a tremendous, indeed a 
      decisive, alteration in the balance of world forces, military, 
      moral and political, would occur to the grave disadvantage of 
      the United States. We would be compelled to watch the disintegration 
      of the old oceanic defenses of democracy. The world, in fact, 
      outside America would be totalitarian and she would be unable 
      to do anything effective to prevent it.
 
      
 
 
With the axis powers dominating Europe, Asia and Africa, and 
      quite possibly having a major influence in South America, the 
      United States would be forced to build an armed fence around 
      North America by occupying all vital positions 1,000 miles from 
      her shores.
 
      
 
 
But that would not be all. The terrific burden of rearmament 
      and the loss of a major portion of our foreign trade, with its 
      consequent dislocation of our internal economy, would necessitate 
      the complete re-ordering of our industrial
