MEMORANDUM FOR 
     THE PRESIDENT
 
 
     The Secretary of the Treasury just telephoned to say that the Irish Legation here in
Washington has six diplomatic pouches going to the Irish Legation in Vichy, France.  Ireland was
not included in the directive so he has no authority to act.  He feels that it is rather unusual to
have six going at once, and as it is a matter of seconds, can you O.K. this memo to go ahead and
open them for inspection?
