MEMORANDUM FOR THE SECRETARY OF THE NAVY:
 
        Admiral King has been furnished a copy of the
 attached despatch from Sumner Welles.
 
        As King and I have repeatedly said, and as Mr.
 Welles has been told, the ABC Navy, if used effectively,
 could do a whole lot to help themselves.
 
       As an item of interest, I am enclosing on a
 single sheet their individual and combined strength.
