MEMORANDUM FOR THE PRESIDENT
 
     A despatch has been received from Commander Task 
Group 15 (Army Convoy) reporting the following contacts:
 
          At 2110, GCT, 14 September, in latitude 59-02 N., 
longitude 25-25 W., visibility about 500 yards, TRUXTON 
in sound screen encountered submarine on surface, distance 
300 yards on port bow, on opposite course. Submarine 
dived and TRUXTON attacked with depth charges, results 
uncertain.
