PERSONAL FOR THE PRESIDENT AND SECRETARY
 
     The Dutch Foreign Minister has just called to see me.
 
He is still very unhappy that the British do not
 
seem to be making any plans ahead for the possibilities
 
that might arise and the Queen instructed him to come
 
and say to me that she and the Prince :have decided to
 
remain here for further developments, but they do want
 
Princess Juliana and the children to go to Canada.
 
The reason they want her to go to Canada instead of the
 
United States is because if anything should happen to
 
the Queen she would have to function as the head of the government.
 
     The Dutch Foreign Miinister realizes that America
 
cannot or would not want to send a cruiser or ship
 
into belligerent waters so his suggestion is that the Princess and her two children on Friday            
 
night of this week be put on one of the Dutch cruisers which will take
