     Thank you very much for your letter of May 5 embodying the memorandum worked out
be members of our respective staffs.
 
     After a first reading, this memorandum has impressed me as being fair and reasonable.  To
preclude any possibility of a misunderstanding, however, I have asked several of our officials to
go over it.  Just as soon as I have a report from them I will let you hear from me.
