commitment inconsistent with the proposals will be assumed
by this Government at the Conference.
 
Discussions with Latin American Ambassadors
     This Government has followed the same policy in
discussing the Dumbarton oaks proposals with the 
Ambassadors of the other American republics in Washington
at a series of meetings during the fall and winter repub-
lics to express their views, and of winning support for
the proposals.
