service has only been in operation for about two months. With respect to   
clothing distribution UNRRA has now formally responded to our request that   
all clothing distribution continue to be made through the National   
Committee (ENDSI) whether originating with American Relief for Italy or   
UNRRA except in definite refugee camps, or camps of United Nations   
nationals in which all distributions will be made by UNRRA stop American   
Relief for Italy colothing supplies will continue to be distributed to all   
civilians regardless of race, religion or nationality in all communities   
except where groups are gathered together in camps or in some definite   
grouping which would be teh responsibility of UNRRA in all respects   
including food, clothing and medical supplies stop The objective is   
simplification and clarity regarding the fields in which those two   
organizations would function stop in practice, through the loan of fifty   
American Relief for Italy trucks and four vans to National Committee   
(ENDSI) with garaging and servicing of same by ENDSI at Government   
expense, we have established an independent transportation service stop we   
established and have utilized a cooperative arragement with Allied   
Commission, AFHQ and the Government whcih has accomplished thus far free   
rail and motor transportation when and if needed.  
 
 
We are hoping to resolve the American Relief for Italy-UNRRA relationship   
into writing at an early date stop I have been given considerable   
attention since arriving here last June to the rehabilition of the Italian   
Red Cross as one of the elements in the four party organization (ENDSI)    
in the hope that in due course it shall have so revised its personnel and   
built up its functions in the several fields of its activities that in due  
course when ourparticipation in these affairs shall have come to an end   
and it will be operating on a new and adequate basis.  Nor only will it   
then serve the needs of the Italian nation in those fields but we hope   
will have resumed its place among the members of the International Red
