Cross Organization as a full and effective member.  
 
 
At the same time ENDSI as a medium for government, Vatican and Italian Red   
Cross and Confederation of Labor activities may likewise continue permanently  
to perform such functions which circumstances may require of it.  
 
 
We have recently addressed a letter to field Marshal Alexander, The   
Honorable Herbert Macmillan, the Prime Minister and others in authority   
both in Allied and government quarters recommending that at the end of   
hostilities there be turned over to ENDSI available quantities of trucks   
and other motor vehicles and excess war materials so that it may substitute   
what in fact would be a first step toward independent Italian   
rehabilitation  and reconstruction.  This would be of major assistance to   
this country and we hope that you will with appropriate authorities   
support this plan to the utmost and particularly with the President and   
with General Marshall.  
 
 
Please examine Minutes of meetings nos. 15 to 19. In our visits to   
devastated towns of Subiaco, Velletri, Anzio, Nettuno and elsewhere to   
inspect our work of distribution the outstanding impression I receive is   
not only one of gratitude for help we have been able to give but as a   
token of the interest and friendship of America it is most touching and   
important.  We thus bring a new hope into the lives and many shattered and   
despairing souls.  If the political controversies in the country could be   
postponed until the rebuilt economy of the nation had produced work and a   
larger provision of food and essential supplies for its people the problem   
of Italy would be reduced to the minimum.
