Dear Mr. Taylor:  
 
 
The Field Marshal has requested that I answer your letter of the 16 March,   
in which you raise the question of the acquisition of certain excess stocks   
of supplies and materials by ENDSI and the Italian Red Cross, upon  the   
termination of hostilities in Europe.  
 
 
As you no doubt are aware, the dispostion of surplus property is covered   
by rather detailed instructions from the War Department and the War Office.   
To insure as far as practicable uniform action by these two governments,   
to assure the continues maximun use of the maximum amount of these   
materials for the war effort, and to assure that the economy of the country   
is not upset by unwise release and for other purposes, organizations for   
disposal are being set up at AFHQ forthwith.  The present indications from   
higher authority are that the maximum amount of materials will be   
transferred for the war in the Far East.  
 
 
A copy of your letter is being furnished those sections of the United   
States and British Services whose primary function it is to dispose of   
surplus property.  You may rest assured that, within the limitations of   
higher directives, full and kindly consideration will be given to the   
relief organizations sponsored by you.
