(f) The numbers listed in sub-paragraph (e) could be in-
creased by postponing augmentations of strength in the Pacific,
either because of delays in availability or by reason of de-
cision to defer such augmentations in order to expedite move-

7.The effect of providing the air forces necessary in the
Pacific under the two alternative premises, and for other em-
ployment in the Atlantic and India-Burma-China would be to
limit United States Army air forces available for the European
