10 1 and implements of war which he manufactures, imports, 2 or exports. 3 (c) Every person required to register under this sec- 4 tion shall notify the Secretary of State of any change in the 5 arms, ammunition, or implements of war which he exports, 6 imports, or manufactures; and upon such notification the 7 Secretary of State shall issue to such person an amended 8 certificate of registration, free of charge, which shall remain 9 valid until the date of expiration of the original certificate. 10 Every person required to register under the provisions of 11 this section shall pay a registration fee of $100. Upon 12 receipt of the required registration fee, the Secretary of State 13 shall issue a registration certificate valid for five years, which 14 shall be renewable for further periods of five years upon 15 the payment for each renewal of a fee of $100. 16 (d) It shall be unlawful for any person to export, or 17 attempt to export, from the United. States to any other 18 state, any of the arms, ammunition, or implements of war 19 referred to in this joint resolution, or to import, or attempt 20 to import, to the United States from any other state, any 21 of the arms, ammmunition, or implements of war referred to 22 in this joint resolution, without first having obtained a license 23 therefor. In the application for license the applicant shall 24 set forth a description of such exports or imports together 25 with the terms of sale as to credit or payment. 1 (e) All persons required to register under this section 2 shall maintain, subject to the inspection of the Secretary of 3 State, or any person or persons designated by him, such per- 4 manent records of manufacture for export, importation, and 5 exportation of arms, ammunition, and implements of war as 6 the Secretary of State shall prescribe. 7 (f) Licenses shall be issued to persons who have regis- 8 tered as herein provided for, except in eases of export 9 Or import licenses where the export of arms, ammunition, or 10 implements of war would be in violation of this joint reso- 11 lution or any other law of the United States, or of a treaty 12 to which the United States is a party, in which cases such 13 licenses shall not be issued. 14 (g) No purchase of arms, ammunition, or implements 15 of war shall be made on behalf of the United States by any 16 officer, executive department, or independent establishment 17 of the Government from any person who shall have failed 18 to register under the provisions of this joint resolution. 19 (h) The provisions of the Act of August 29, 1916, 20 relating to the sale of ordnance and stores to the Govern- 21 ment of Cuba (39 Stat. 619, 643; U.S. C., 1934 edition, 22 title 50, see. 72), are hereby repealed as of December 31, 23 1937. 24 (i) The Board shah make an annual report to Congress, 25 copies of which shall be distributed as are other reports |
