Such reports shall contain such 2 information and data collected by the Board as may be con- 3 sidered of value in the determination of questions connected 4 with the control of trade in arms, ammunition, and imple- 5 ments of war. The Board shall include in such reports a 6 list of all persons required to register under the provisions 7 of this joint resolution, and full information concerning the 8 licenses issued hereunder: Provided, That, if the President 9 shah have issued a proclamation under the authority of 10 section 1 (a), the Board shall thereupon make public an 11 immediate report containing all the information herein pro- 12 vided, and shall make public a similar report each ninety days 13 thereafter so long as such proclamation shall be in force. 14 (j) The President is hereby authorized to proclaim 15 upon recommendation of the Board from time to time a list 16 of articles which shall be considered arms, ammunition, and 17 implements of war for the purposes of this section. 18 REGULATIONS 19 SEC. 10. The President may, from time to time, pro- 20 mulgate such rules and regulations, not inconsistent with law, 21 as may be necessary and proper to carry out any of the 22 provisions of this joint resolution; and he may exercise any 23 power or authority conferred on him by this joint resolution 24 through such officer or officers, or agency or agencies, as he 25 shall direct. 1 GENERAL PENALTY PROVISION 2 SEC. 11. In every case of the violation of any of the 3 provisions of this joint resolution or of any rule or regula- 4 tion issued pursuant thereto where a specific penalty is not 5 herein provided, such violator or violators, upon conviction, 6 shall be fined not more than $1,000 or imprisoned not more 7 than five years, or both. 8 DEFINITIONS 9 SEC. 12. For the purposes of this joint resolution-- 10 (a) The term "United States", when used in a geo- 11 graphical sense, includes the several States and Territories, 12 the insular possessions of the United States (including the 13 Philippine Islands), the Canal Zone, and the District of 14 Columbia. 15 (b) The term "person" includes a partnership, com- 16 pany, association, or corporation, as well as a natural person. 17 (c) The term "vessel" means every description of 18 watercraft (including aircraft) or other contrivance used, 19 or capable of being used, as a means of transportation on,. 20 under, or over water. 21 (d) The term "state" shah include nation, government 22 and country. 23 SEPARABILITY OF PROVISIONS 24 SEC. 13.
