IX. $50 Series "E" Savings Bond dated September. 1942
purchased by Louis Rabinowitz and registered in the name of
    "Franklin Delano Roosevelt".

It appears that in 1942 Louis Rabinowitz of Alliance, Ohio,
purchased a $50.00 Series "E" Savings Bond and had it
registered in the President's name. Mr. Rabinowitz
communicated with President Roosevelt stating that he
wished to give the bond to any charity which the President
might designate. Mr. Roosevelt designated the American Red
Cross. When Mr. Rabinowitz sent the bond to the Red Cross
he was advised that the bond in its present form could not
be used by the Red Cross but that it should be cashed by
Rabinowitz and the proceeds delivered. Mr. Rabinowitz sent
the cash for $50.00 to the Red Cross and it returned the
bond to him. Nothing further was heard about the matter
until last summer when Mr. Rabinowitz sent the bond to Mrs.
Roosevelt telling the full story and requesting that she
donate it to whatever charitable or public cause she
wished. Mr. Koons stated that it was his opinion that the
bond was not an asset of the estate and after discussion it
was unanimously decided that the Executors would endorse
the bond and return it to Mrs. Roosevelt for whatever
disposition she decided.
