The Prime Minister would be very glad of any comments which 
      the President may have on the attached draft of a declaration 
      to the Japanese Government.
 
      
 
 
The Dominion Governments have yet to give their views on this 
      text. They are being consulted urgently.
 
      
 
 
The Netherlands Government have been given a copy of the draft.
