      Herewith the latest draft of the message from you to Mr. Churchill 
          referring to his message to you of January 23.    
 
                                                            
 
 
The signs of a possible or probable movement in the Mediterranean 
      by Germany, gathering its full momentum by next spring, make 
      it very important that this be kept in mind when we appraise 
      the present threatening Vichy attitude towards this Government--more 
                   threatening than heretofore.
