I return herewith for your files the letter addressed to the 
      President dated November 22, 1944 from Lord Halifax enclosing 
      the special collection of communications exchanged between the 
      President and the Prime Minister and others on the Argentine 
      and British meat contracts which the President forwarded to me 
                         on November 24.                    
 
                                                            
 
 
In order that that file might be complete, I am also attaching 
      copies of three outgoing messages which are directly connected 
                 with the Argentinemeat question.
