Attached is a photograph of the Joint Resolution of Congress 
      commemorating the services of Field Marshal Sir John Dill. I 
      thought that this might be useful in connection with the suggestion 
      made by General Marshall in his memorandum of January 2 to the 
      President, a copy of which I enclose, to the effect that the 
      President might forward a copy of the Resolution to the Prime 
      Minister. I also am sending an extra photograph of the Resolution
