As this Government has on frequent occasions
made it clear, the United States, in advocating the maintenance
of international law and order, believes in the promotion of
world peace through the friendly solution by peaceful negotiation
between nations of controversies which may arise between them,
as well as in the promotion of peace through the finding of means
for economic ap- peasement. Without attempting to pass upon the
political tax features of the accord recently reached between
Great Britain and Italy, this Government has seen the conclusion
of the agreement with sympathetic interest.
